Heating a home in Sappada: what a winter costs, with which system, under which rules

Mains natural gas does not reach Sappada, and its winter is the longest in the region. Here are today's prices for piped LPG, heating oil, pellets, firewood and electricity, put on a like-for-like basis, the heat that actually reaches the home; three examples of spending, with the assumptions written out; the checks the law requires; and the incentives, including for those who are not resident.

In brief

  • Sappada is in climate zone F, with 4,736 degree days, the highest value in Friuli Venezia Giulia: the heating can be switched on whenever you like, with no limits on the period or the hours.12
  • There is no mains natural gas and no district heating. There is a piped LPG network, which in October 2026 cost €3.65 per cubic metre, plus a fixed charge of €9.19 a month.35
  • Like for like, a kWh of heat in the home costs about €0.08 with firewood, €0.12 with pellets, from €0.12 to €0.17 with a heat pump, €0.15 with piped LPG and €0.23 with heating oil: our own calculations, at October 2026 prices (pellets and firewood: September).
  • In our examples, in an apartment of 70 m2 the difference between an old, poorly insulated home and a recent one is worth about €1,230 a year with LPG and €1,930 with heating oil. Here the energy class is part of the price.
  • Tax deductions are also open to non-residents, if they pay Italian income tax (IRPEF): 36% on 2026 spending on a second home. For 2027 the law in force says 30%; the budget bill approved by the Government on 28 October 2026 proposes keeping it at 36%.212223

Zone F: the longest winter in the region

Degree days measure how much cold there is to fight in a season: for each day you count how far the outdoor temperature stays below twenty degrees, and add it all up. The law sets them municipality by municipality. For Sappada the value is 4,736, and the class that follows from it is F, the last on the scale.1

The village's weather station, in Borgata Ecche, says the same thing with measured figures: the January mean is -3.8 °C, there are 152 frost days a year, and between 2010 and 2025 the minimum fell as low as -20.1 °C.

Two rules apply to everyone. In zone F there is no switch-on calendar and no time band: you heat when you need to, even in June. Inside the home, while the system is running, the temperature must not exceed 20 °C, with a tolerance of 2 °C.2

Within the same valley, moreover, not all houses start out equal. On 21 December direct sun stays on Pill for about 5 h 30 min, and on Cretta, on the valley floor, for about 75 min: these are calculations on the terrain model, but they say that in some hamlets the winter sun lends a hand and in others hardly at all. How much this weighs on the bill, no source we have read measures.

What is available in Sappada, and at what price

There is no mains natural gas and no district heating. The same public operator that runs the LPG network has a biomass district heating network, but it is in Santo Stefano di Cadore, in service since 2009.5

Piped LPG. Servizi Integrati Bellunesi runs the piped LPG networks of 5 municipalities, Sappada included, and publishes the price every month, with VAT and the discount for mountain areas already included. In October 2026 a cubic metre cost €3.65; over the year it ranged from €3.19 in January to €4.00 in April. The 2025 average was €3.34, the 2026 average so far is €3.47, and October 2026 stands 14.8% above October 2025. On top of this there is a fixed charge of €9.19 a month, which in 2025 was €7.47, and which is paid even when the house is closed up.34

The operator does not publish which streets and which hamlets the network reaches: a buyer should ask the operator whether the house is connected, or can be connected.

Heating oil. The Ministry of the Environment publishes the national average price of heating oil every week: €2.07 per litre on 26 October 2026, 48.9% more than a year earlier. Over the last fifty-two weeks it ranged from €1.34 to €2.09, with an average of €1.70. The delivered price in Sappada is not published. For zone F a 1998 law provides for a reduction in the price of heating oil and heating LPG, which the supplier applies on the customer's self-declaration; we have not verified the amount in force today.631

Electricity. An all-in price, taxes included, is published by the sector regulator for vulnerable customers on the protected service (maggior tutela): 43.43 euro cents per kWh from 1 October 2026, with a typical bill up 37.3% on the previous quarter. Everyone else pays the price in their own contract.8

Pellets and firewood. There is no official public price: there is the survey by the industry association, AIEL. In September 2026 a fifteen-kilo bag of certified pellets cost on average €7.50 in the North-East and €7.60 across Italy, where it rose by 34% in a year; delivered loose by tanker, €525 per tonne. Class A1 firewood cost €258 per tonne.910

Like for like: what a kWh of heat in the home costs

Litres, cubic metres, bags and kilowatt-hours cannot be compared with one another. What can be compared is the heat that reaches the home: the price divided by the energy the fuel contains and by the efficiency of the system that converts it. For pellets and firewood AIEL already gives the cost of one MWh of energy; for LPG and heating oil the energy per unit is given by the network operator and by the Ministry of the Environment; the efficiencies are our own assumptions, written in the table.37910

What a kWh of heat in the home costs, October 2026

Piped LPG: October 2026. Heating oil: national average on 26 October 2026, without delivery or the zone discount. Electricity: ARERA price for vulnerable customers on the protected service from 1 October 2026. Pellets and firewood: AIEL survey of September 2026. LPG is counted on its gross calorific value, heating oil on its net calorific value, each with its own efficiency. Our calculation.3678910

Three things to read alongside the figures.

  • Prices move more than technology does. Between January and April 2026 piped LPG rose by a quarter; heating oil, over a year, by almost half. A comparison made in another month may come out in a different order.46
  • The heat pump is costed at the ARERA price, which is high. With a cheaper contract its cost falls in proportion; with old radiators and a lower efficiency than the one assumed, it rises.
  • The LPG fixed charge weighs heavily in homes that are little used. In the recent apartment in the example below it is 15% of the year's spending.

What a winter costs: three example homes

To get from the kWh to the bill you need the home's heat demand, which is written in its energy performance certificate (APE). Here, to give an order of magnitude, we use two typical values: 180 kWh of heat a year per square metre in an old, poorly insulated house, 60 in a recent one. They are assumptions, not measurements.

The cost of a winter, three example homes
SystemRecent apartment, 70 m2Old apartment, 70 m2Old house, 120 m2
Heat needed in a year4,200 kWh12,600 kWh21,600 kWh
Wood stove€340€1,020€1,760
Pellets€520€1,570€2,690
Heat pump, SCOP 3.5€520€1,560€2,680
Heat pump, SCOP 2.5€730€2,190€3,750
Piped LPG, fixed charge included€720€1,950€3,260
Heating oil€970€2,900€4,970

Recent: 60 kWh of heat a year per square metre; old: 180. Prices and efficiencies from the previous table; fixed electricity charges excluded; figures rounded to the nearest ten. A scenario to show the orders of magnitude, not a quote: the real demand is in the home's energy performance certificate.

In practical terms, in a year the old apartment burns about 1,400 litres of heating oil, or 500 cubic metres of LPG, or 210 bags of pellets, or 4.3 tonnes of dry firewood. Pellets and firewood need a dry place: in the historic hamlets the land-use plan does not allow new above-ground outbuildings, and for protected buildings it allows only stores for heating firewood. The space has to be found within the property as it stands.91030

The price matters as much as the house. At the average price of heating oil over the last year, €1.70 per litre, the same apartment would spend about €2,380 instead of €2,900.6

And a second home used a week here and there uses less, but not in proportion to the days: it usually stays on frost protection even when empty, and the LPG fixed charge runs all year. How much a home like that really uses, no source we have found says.

The heat pump in a mountain winter

A heat pump's efficiency is declared as its SCOP, its efficiency over the season. The European rules have it calculated for an “average” climate, that of Strasbourg, with a design temperature of -10 °C; the label also provides for a “colder” climate, that of Helsinki, with -22 °C. In Sappada the minimum between 2010 and 2025 reached -20.1 °C: the “average” SCOP on the product sheet should be read as a ceiling, not as the efficiency you will get.1112

This leads to three questions for the installer: the SCOP for the colder climate; the temperature below which the unit can no longer cope on its own and needs electric back-up, which the rules call the bivalent temperature; and whether the home's heating system can run on low-temperature water, the use for which the same rules require the highest efficiency.11

For the tax deduction, the heat pump must replace the existing system, wholly or in part: an additional system is not deductible. For work started from 4 February 2026 it must also meet the seasonal efficiency requirements.13

Wood and pellet stoves: what you can keep, what is deductible

A stove's “stars” come from Ministerial Decree 186 of 2017: they are an environmental certification that the manufacturer applies for, not a ban on use.15

In Friuli Venezia Giulia we have found no bans on existing wood stoves, and Sappada is not among the municipalities where the benzo(a)pyrene limits in the air were exceeded between 2021 and 2024: in the province of Udine there are four of them.16

What does change is the deduction. For work started from 4 February 2026 a biomass stove or boiler is deductible only if it is five-star and replaces a biomass, coal, fuel-oil or heating-oil generator. Anyone with an LPG boiler who is thinking of pellets should know that the replacement is deductible only with an appliance with very low particulate emissions, within one milligram per normal cubic metre: ask the heating engineer before signing the quote.14

Inspections, logbook and the heating system register

Maintenance and inspections may only be carried out by licensed firms. Every system has its logbook (libretto di impianto), which passes to the buyer when the home is sold; a heating system above 10 kW is also subject to a periodic energy efficiency check.2

In Friuli Venezia Giulia the inspections are recorded in the regional register of heating systems, CRIT-FVG, run by FVG Energia. For generators below 35 kW the owner pays a fee of €13 for each inspection report; the interval is 48 months for gas generators and 24 for heating-oil, wood and pellet ones. In this region pellet stoves and closed fireplaces also go on the register; open fireplaces and wood-burning kitchen stoves that do not heat the rest of the house are left out.171819

An up-to-date logbook matters for another document too. The energy performance certificate lasts at most 10 years, but it lapses earlier if the system's inspections have not been carried out: a certificate marked “valid until” may already have expired.20

Incentives, including for those who are not resident

Deductions, Conto Termico, regional grants: each has its own rule on who can apply.

Heating incentives, at the end of October 2026

Agenzia delle Entrate, Conto Termico 3.0 decree, the Region's pages; 2027 budget bill in the text approved by the Government. This is not tax advice: an individual case should be looked at with an accountant.21222325272829

Three details matter more than the rates.

  • A new boiler on its own is not deductible. Replacing the system with a single fossil-fuel boiler, LPG or heating oil, with no other generator alongside it, qualifies for neither the bonus casa nor the energy-saving deduction. The 2027 budget bill keeps this exclusion.212223
  • 2027 has not been decided yet. Under the law in force, 2027 spending is deductible at 30% on a second home and 36% on a main residence. The text approved by the Council of Ministers on 28 October 2026 would carry today's rates, 36% and 50%, into 2027 for the bonus casa, energy saving and anti-seismic work; the text contains no higher rates for energy saving. It becomes law only if Parliament approves it as it stands, by the end of the year: anyone who has to decide whether to pay for work in December or in January should discuss it with an accountant.2324
  • Conto Termico and deductions cannot be combined. The GSE's Conto Termico is also open to non-residents and pays up to 65% of the costs, but for heat pumps and biomass it applies only if the existing system is replaced, and it excludes anyone who already has another State incentive for the same work. The application must be made within 90 days of the end of the work.2526

Of the Region's grants, the one for replacing an old wood or pellet stove or boiler does not require residence: owning the house is enough. The 2026 call accepted spending from the twelve months before the application and closed on 15 July 2026; whether there will be one in 2027, we do not know. The grants for windows and insulation, and for photovoltaics, are only for residents of the region.272829

What to ask before buying, or renting

  • The energy performance certificate, with the class and the two indices, which by law must already appear in the sale listing. For lettings the obligation applies except for homes used for less than 4 months a year.20
  • The system logbook, with the inspection reports and the registration in the regional register: it tells you how old the boiler is and whether the certificate is still valid.21720
  • The fuel invoices for the last two winters, or the piped LPG bills: they are the only actual consumption figures you will have in hand.
  • Whether the house is connected to the LPG network, or can be: the operator knows.3
  • For a stove, its star rating and where the firewood or pellets are kept.

A house in Sappada is also chosen for what its winter costs. At the same price, the one with the better class is cheaper every year you live in it.

What we do

In the listings of the homes we handle the energy class is always there, or we write why it is missing; before the preliminary contract we ask the seller for the system logbook and the latest fuel invoices, and make them available to the buyer.

If you own a home in Sappada and are thinking of selling or letting it, bear in mind that buyers and tenants look at the cost of the winter even before the square metres. In our written valuation we set out the class on the certificate and how long it remains valid, the state of the logbook and an estimate of what a winter costs, with the assumptions written out, as on this page. If the certificate is missing or has lapsed, it is redone before the listing, which by law must state the class.

What we do not know yet

Whatever we have not yet read in a reliable source is written here, rather than passed off as certain.

  • What heating oil and tank LPG cost delivered to Sappada: the Ministry publishes only the national average, and we have found no local price lists.
  • What the zone F price reduction on heating oil and heating LPG is worth today: we have read the amount only in a 2021 Chamber of Commerce document, not in an act in force.
  • Which streets and which hamlets the LPG network reaches: the operator does not publish it.
  • How efficient a heat pump really is in Sappada: there are no public measurements. The SCOPs in our examples are assumptions.
  • What a second home pays for electricity, on a non-resident's contract: we have not verified it.
  • How much a home uses when it is occupied a week here and there and kept on frost protection the rest of the time: we have found neither studies nor bills.
  • How Parliament will change the 2027 budget bill, and whether the Region will reopen the stove grant in 2027.

Frequently asked questions

Is there mains gas in Sappada?

No, and there is no district heating either. There is a piped LPG network run by the public operator Servizi Integrati Bellunesi, with a published monthly price: €3.65 per cubic metre in October 2026, plus a fixed charge of €9.19 a month.

What is the cheapest way to heat a home in Sappada?

At October 2026 prices and on our assumptions, a kWh of heat costs about €0.08 with firewood, €0.12 with pellets, from €0.12 to €0.17 with a heat pump, €0.15 with piped LPG and €0.23 with heating oil. The order changes with prices, and the home's energy class matters more.

Can I turn the heating on whenever I want?

Yes. In climate zone F there are no limits on the period or the hours. Inside the home the temperature must not exceed 20 °C, plus a tolerance of 2 °C.

With a second home, am I entitled to the tax deductions?

Yes, if you pay IRPEF in Italy: 36% of 2026 spending, over 10 years. For 2027 the law in force says 30%, the budget bill 36%. Of the regional grants we have read, the only one open without residence is the one for replacing an old biomass stove or boiler.

What should I ask the seller about the heating?

The energy performance certificate, the system logbook with the inspection reports, the fuel invoices for the last few winters and, if there is piped LPG, the bills. If the inspections have not been done, the certificate may already have lapsed.
