Comparison

Sappada, Tarvisio, Zoncolan and the others: which mountain for which home

People looking for a mountain home between Friuli Venezia Giulia and its borders usually start from a name they have heard. Here are nine places set side by side on the same figures. There is no winner: each one suits a different buyer. Sappada, to state its awkward side straight away, is the most expensive of the Friulian places and one of the furthest from the plain.

    Who it suitsThose looking for a family home in a high village that is alive in summer and winter; cross-country skiers and biathletes; those arriving from the Veneto; those who look at how valuations have moved more than at square metres.

    Strengths

    • Altitude. It has the highest town hall in the region, at 1,242 m, and the pistes start from the village.
    • A lived-in village, with two seasons. There were 1,320 residents on 1 January 2025, almost the same as five years earlier (1,321); the estimate for 1 January 2026 counts 1,301. Overnight stays are split between summer (54.9%) and winter (40.8%).
    • Valuations that have moved. In five years the mid-point of the OMI band has risen by 17.6% in the central zone, roughly in line with consumer prices, and by 43.8% in the outer zone.

    Drawbacks

    • Distance. About 1 h 50 min from Udine and 2 h 45 min from Trieste, with no motorway or railway for the last hour.
    • The entry price. It has the highest valuation band among the Friulian places compared: between €2,000/m2 and €3,000/m2.
    • A small ski area. 15 km of pistes declared; April, May, October and November together account for 4.3% of overnight stays.
  • Friuli Venezia GiuliaVillage at 760 m

    Tarvisio

    Border town between Italy, Austria and Slovenia, inside the Tarvisio Forest, with motorway and railway in town.

    Who it suitsThose who want the weekend without an hour of hairpin bends; skiers after kilometres and lifts; those buying to let to an international public; those arriving from Austria or Slovenia.

    Strengths

    • Quick to reach. The A23 motorway and the railway come into town: about 80 min from Udine, 30 min from Villach.
    • More kilometres of pistes. 24 km and 10 lifts declared; in summer Monte Lussari, the Fusine lakes and the Alpe Adria cycle route.
    • A broad public. 234,515 overnight stays in a year, 43.4% of them by foreign visitors.

    Drawbacks

    • Altitude. The town stands at 760 m and the pistes reach 1,756 m: skiing relies on snowmaking.
    • Asking prices have risen a great deal. In the town's listings the average has grown by 72.9% in five years: it is the change in an average of listings, not in the price of homes, as for Sappada.
    • One municipality, different markets. Between Camporosso, the centre and the outlying hamlets valuations vary a great deal: ‘Tarvisio’ as an address is not enough.
  • Friuli Venezia GiuliaVillage at 964 m

    Ravascletto · Zoncolan

    A village in Carnia on a sunny saddle, with the cable car climbing to the Zoncolan from the village centre.

    Who it suitsDownhill skiers who want to walk to the lift on a modest budget; cyclists.

    Strengths

    • The lift starts from the village and leads to 23 km of pistes, in one of the busiest ski areas in the region.
    • Lower prices. The OMI band runs between €1,300/m2 and €1,700/m2.
    • Close to Udine. About 80 min; since 2026 there has also been a bike arena with three trails.

    Drawbacks

    • Valuations slightly down. -4.8% in five years, with asking prices almost flat.
    • A small village. 505 residents, and 76.6% of dwellings without a resident household.
    • It depends on skiing. 50% of overnight stays fall in winter, and 49% are by foreign visitors.
  • Friuli Venezia GiuliaVillage at 901 m

    Forni di Sopra

    The tourist centre of the Friulian Dolomites, in the upper Tagliamento valley below the Mauria pass, with the nature park all around.

    Who it suitsFamilies with children, walkers, cross-country skiers; those arriving from Cadore or the Veneto plain.

    Strengths

    • The Friulian Dolomites on the doorstep, with the park's visitor centre in the village.
    • Family skiing with a real vertical drop. 13 km of pistes up to 2,067 m, and a homologated cross-country loop.
    • Quicker from the Veneto than from Trieste. About 2 h 20 min from Venice.

    Drawbacks

    • A long road from the Friulian plain. About 1 h 40 min from Udine.
    • Valuations flat or slightly down. -3% in five years.
    • A thin market. 17 listings in the whole municipality, and overnight stays that swing widely from year to year.
  • Friuli Venezia GiuliaVillage at 1,209 m

    Sauris

    A language island of German origin in the Lumiei valley, with a lake and a ham known beyond the region: a scattered municipality of a few hundred inhabitants.

    Who it suitsThose looking for a retreat, a cool summer, the food and the hamlet; not those who put skiing first.

    Strengths

    • Altitude and seclusion. 1,209 m, away from the crowds.
    • A recognisable summer. 66.8% of overnight stays fall between June and September.
    • Moderate prices for the altitude. Between €900/m2 and €1,300/m2.

    Drawbacks

    • Minimal skiing. 3 km of pistes and two drag lifts.
    • Overnight stays falling. -15.9% in three years.
    • Isolated and small. The last part of the road is a climb, and there are 11 homes listed for sale.
  • Friuli Venezia GiuliaResort at 1,283 m

    Piancavallo

    A resort created in the late 1960s in a basin below Monte Cavallo: the mountain of Pordenone and the eastern Veneto.

    Who it suitsFamilies from the Pordenone area and the eastern Veneto who ski for the day or the weekend; those looking for a first mountain purchase and a home on the pistes.

    Strengths

    • Close to the western plain. About 60 min from Pordenone and 1 h 45 min from Venice.
    • Skiing at altitude. Pistes between 1,280 m and 1,805 m, all with snowmaking.
    • A low entry price for a resort. Between €1,050/m2 and €1,500/m2.

    Drawbacks

    • A resort, not a village. 94% of dwellings have no resident household. For those who want a home on the pistes, that is a strength.
    • Valuations falling. -3.8% in five years.
    • Far from Udine and Trieste. About 1 h 55 min and 2 h 30 min.
  • Friuli Venezia GiuliaResort at 1,161 m

    Sella Nevea

    A high-altitude resort in the Raccolana valley, between Montasio and Canin, where natural snow lasts a long time.

    Who it suitsExpert skiers and ski tourers; those who accept isolation in exchange for snow.

    Strengths

    • Snow and altitude. Pistes up to 2,133 m, with a season that runs into April.
    • Terrain for experts. Ski touring, off-piste, the Gilberti hut.
    • Low prices, and rising. Between €950/m2 and €1,150/m2, up 16.7% in five years.

    Drawbacks

    • Almost no residents. 94.9% of dwellings have no resident household.
    • A small ski area. 3 lifts and 11 km of pistes.
    • A weak summer. Most of the municipality's overnight stays, 82.8%, fall in winter.
  • Beyond the regionVillage at 1,209 m

    Cortina d'Ampezzo

    The Ampezzo basin, an Olympic venue: a different order of magnitude for kilometres of pistes and for prices per metre.

    Who it suitsThose who want a large ski area on the doorstep and a name known everywhere, with a budget of another order; those arriving from the Veneto or Bavaria.

    Strengths

    • The ski area. 120 km of pistes declared.
    • A market with many transactions. More homes are for sale, and that also matters on the day you sell.
    • Quicker from Munich; from the Veneto the times are similar. About 2 h 15 min from Venice and 4 h 55 min from Munich: compared with Sappada the gap from Venice is a few minutes, and a second routing engine cancels it out.

    Drawbacks

    • The price. The OMI band for the centre runs from €9,000/m2 to €12,000/m2: about four times that of Sappada.
    • High valuations that have barely moved. 5.5% in five years in the central zone.
    • From Trieste and Udine it is the furthest place in the comparison. About 3 h 25 min and 2 h 50 min.
  • Across the borderVillage at 806 m

    Kranjska Gora

    A Slovenian Alpine village just across the border from Tarvisio, known for its World Cup ski races.

    Who it suitsThose setting off from Ljubljana, Trieste or Carinthia; those who want a Slovenian Alpine village and accept higher prices per metre for smaller apartments. In Slovenia we do not act as agents today: we report what the data say.

    Strengths

    • Close to Ljubljana and Trieste. From Ljubljana it is the nearest place in the comparison; from Trieste it takes less time than Sappada.
    • A market with real data. The Slovenian land registry publishes the median and quartiles of recorded sales every year, not an estimate.
    • Pistes similar in extent to Sappada's. 20 km declared, against 15 km.

    Drawbacks

    • The price per metre. The median of recorded sales is €5,420/m2, on small apartments and on usable floor area.
    • Prices that have already run. In the Slovenian Alpine tourist area apartments have risen by 85% in five years.
    • Altitude. The village stands at 806 m, and the pistes stop much lower than Sappada's.

Across the border

Across the border the rule changes, even before the price

Anyone choosing ‘the mountains’ between Friuli, the Veneto, South Tyrol, Austria and Slovenia buys a legal regime before buying square metres. In Tyrol and Carinthia the limit does not concern foreigners, because a citizen of the European Union is treated like an Austrian: it concerns use as a holiday home, and it applies to Austrians too. Below is what we have read in the legal texts, with the article. Where we have not checked, we say so.

  • Friuli Venezia Giulia and the Veneto

    Sappada, Tarvisio, Zoncolan, Cortina, Cadore

    Can a non-resident EU citizen buy?
    Yes. The consolidated immigration act does not apply to EU citizens, and reciprocity is checked only for those from outside.
    Can they use it as a holiday home?
    Yes: we have found no national or regional rules limiting the use of a dwelling as a second home. It is a negative check, and it is not exhaustive.
    Are new holiday homes being created?
    Sappada's land-use plan, read in full, sets no cap on second homes: it reserves for residents a share of a new complex at Cima Sappada and one zone of covenanted housing. The exception is what is not a dwelling: for rural cabins (baite) the plan allows neither residential use nor use as a holiday home, not even for limited periods. The Region has, however, named Sappada among the places where those who live there struggle to find a home: no ban today, but a stated direction. We have not read the plans of the other municipalities.

  • South Tyrol

    Sesto, San Candido, Dobbiaco

    Can a non-resident EU citizen buy?
    Yes.
    Can they use it as a holiday home?
    Only dwellings already free of restriction. A dwelling reserved for residents cannot be occupied as a second home, even by its owner.
    Are new holiday homes being created?
    No, apart from the exceptions provided by the law. New residential volume is reserved for residents, and Sesto and San Candido are among the municipalities that cannot use the exemptions: on our reading, second homes are a closed set.

  • Tyrol

    Lienz, Obertilliach, Sillian

    Can a non-resident EU citizen buy?
    Yes: EU citizens are treated like Austrians.
    Can they use it as a holiday home?
    Only if the dwelling is an already recognised ‘Freizeitwohnsitz’: a closed set, bought from whoever holds one. Anyone using an ordinary dwelling as a holiday home risks a fine; in municipalities with a tight housing market the authority orders the use to stop and may go as far as a forced sale.
    Are new holiday homes being created?
    In practice no in Lienz and Obertilliach: they are among the ‘reserved’ municipalities (Vorbehaltsgemeinden), where no new areas for holiday homes are opened.

  • Carinthia

    Can a non-resident EU citizen buy?
    Yes, without authorisation: EU citizens are treated alike.
    Can they use it as a holiday home?
    Only if the unit lies in an area with the specific zoning designation (‘Sonderwidmung’) or if that use is already lawful.
    Are new holiday homes being created?
    Only where the municipality resolves a Sonderwidmung. From 2027 a new law raises the caps of the annual levy on second dwellings.

  • Slovenia

    Can a non-resident EU citizen buy?
    Yes: EU citizens buy without a reciprocity decision.
    Can they use it as a holiday home?
    We have found no national regime comparable to the Austrian one. We have not read the municipal plans.
    Are new holiday homes being created?
    To be checked in the municipal plans. For those who let: from 2026 the hospitality act requires entry in a register and sets a cap on days per year for an individual registered as a private accommodation provider. Kranjska Gora, Bled and Bohinj are among the municipalities declared high-risk for 2027 and 2028, where the cap, which applies to the individual dwelling, is lower and the municipality may change it.

Frequently asked questions

Which is the most expensive mountain place in Friuli Venezia Giulia?

Among those compared, Sappada: the OMI band for the central zone runs from €2,000/m2 to €3,000/m2. These are ranges estimated by the Italian Revenue Agency for dwellings in normal condition, not listing prices. In the municipality's listings the average asking price is €3,577/m2: that is another measure, and it says what is asked, not what is paid.

Which is closest to Udine and Trieste?

Tarvisio and Ravascletto: for both about 80 min from Udine and 2 h 10 min from Trieste. Sappada takes about 1 h 50 min and 2 h 45 min.

Where are there more pistes?

Within the region at Tarvisio (24 km) and on the Zoncolan (23 km); Sappada declares 15 km. Beyond the region, the Cortina ski area declares 120 km. These are the operators' figures, not our measurements.

Can a foreigner buy a holiday home in Sappada?

A citizen of the European Union can, like an Italian. We have found no national or regional rules limiting use as a second home, and Sappada's land-use plan has no general limit for dwellings; rural cabins, on the other hand, cannot be used as holiday homes.
